I apologize for sending the text of the article; it was my intention only to send the hypertext reference for people's information. It is not advertising; I do not work for MCI and neither does the Ziff-Davis Publishing Company, so far as I know. I happen to believe, in accordance with A.E. Hirschman's theories as well as parts of dependency theory, that as Latin America develops a better infrastructure (such as using government-owned or -licensed electrical companies to provide networking to poor rural areas) it will be less beholden to Wall Street, the IMF and other external sources of capital. If MCI can work with my own electrical company to connect rural parts of West Virginia, the same thing could be done in Latin America.

Hirschman e partes de teoria dependista, que cuando a America Latina desenvolve melhor infraestructura (como usar companhias electricas estatales ou licencadas a prover enredemento[?] em rigoes rurais), sera menos dependente em Wall Street, o FMI e outras fontes externas do capital. Se o MCI pode usar a companhia electrica minha a enreder[?] aos partes rurais do West Virginia, o mesmo poderia faze-se na America Latina.
