Perhaps by using the EPR charade the government is working to regain the
authority that it appeared to be losing. It would be easy to stage the
event, especially the arrests, as an excuse to fill the woods with military.
And a scene in Guerrero would be easy to use as an excuse to act elsewhere.
Atoyac is an entrance/exit to the foothills and has often been the site of
activity in the past. It's a natural place for a show of force.
Whatever the case you, can believe that the trust the campesino might have
in the government, if any, is gone once again. If anyone wants to do
anything positive in the area it will be very hard to establish any kind of
working relationship with the locals.
It's a big step backwards.
