I am by no means the most official source on the Benson Collection at UT
(and hopefully someone else on LASNET is), but I will try to answer your
questions.
You can access the catalog via UTCAT (by telnet to utcat.utexas.edu, I
believe), or through UT-LANIC (http://lanic.utexas.edu or gopher
lanic.utexas.edu).
The materials are available through Inter-Library Loans (in the U.S., I
presume, and I also guess you have to be affiliated with an academic
institution).
In Austin, anyone can use the Collection, although many of the materials
are Library Use Only, and to check materials out you probably need to get
a special permit.
I also imagine that there is the possibility of becoming a visiting
scholar through the Institute of Latin American Studies (ILAS).
You can get more information on ILAS through UT-LANIC; the UT Library
also has a web site (I don't have the URL with me, but you can access it
through the UT web site, probably http://www.utexas.edu).
