I would be most greatful if anyone could tell me about the most recents
developments (or where to find them) concerning the International Management
of the Area (UNCLOS) in Jamaica. Has something concrete been done?
I have the feeling that we are moving away from the "principle" of common
heritage of mankind (if it ever was a principle...) to the much more vague
concept of "common concern" (incorporated as a result of the UNCED negotia-
tions). Have the ideas incorporated in the former one been lost? Apart from
the Moon Treaty, that doesn't get into any concrete commitments concerning
this principle (it just mentions it), the law of the Sea was the only field
were it had been developed and this is why I wonder what has been achieved.
(knowing that in order to make it acceptable to industrial countries some
important modifications had to be made to that part of UNCLOS).
