communication policy

Hi, I'm a student in communication research at Brussels Free University.
I'm preparing a paper on Latin America and cultural imperialism.

Could someone give me information about the communication policies and cultu-
ral policies in some of the following countries: Mexico, Brazil, Venezuela,
Peru, Chile or Argentina.

More exactly I would like to know
- who is responsible for the formulation of communication policies in these
countries ?
- what measures can these organs/persons take when broadcasting networks
do not respect broadcasting regulations ?
- how could you explain that inspite of import restrictions, these countries
still import a lot of US-programms ?

Further, I would like to have informations on the narrow relationship between
politicians and such networks as Rede Globo and Mexico's Televisa.
