problem is with the racially and culturally inferior Latino officers
having a behavior problem that a good reform school program down in
Georgia could fix by teaching them to behave more like dry academics -
the torture is done calculatingly to achieve a political purpose that
serves US interests. The entire argument that the pattern of torture is
