This is a formal call for discussion (RFD) on the creation of the unmoderated
newsgroup called soc.culture.ecuador.
NAME: soc.culture.ecuador
CHARTER: The purpose of the soc.culture.ecuador newsgroup is to
provide a place where people all over the world can meet
and exchange information and discuss issues about Ecuador.
Although it is expected that most of the participants will
be ecuadorians and friends of Ecuador living at home or
abroad, everyone is welcome to participate.
All topics of discussion relevant to Ecuador are appropriate.
Such as:
- Ecuadorian political and social issues.
- Ecuadorian literature, music, and art in general.
- Ecuadorian history and geography.
- Travel information.
- Customs, traditions, food, etc.
- Sports.
- and much more...
LANGUAGES: Primarily Spanish. English posts are also welcome, to
facilitate the exchange of information with non-Spanish
speakers.
BACKGROUND: Several other countries in South America (i.e. Argentina,
Brazil, Peru, Uruguay, Venezuela) have already created, or
are in the process of creating, similar newsgroups.
There is already a mailing list for people interested
in Ecuador, EC-CHARLA.
The intent is to create soc.culture.ecuador as an alternative
and, for some, more convenient vehicle to communicate about
Ecuador, so as to reach as wide a public as possible.
The newsgroup will be gatewayed to the mailing list.
The details of the operation of this newsgroup and it's
relationship with the mailing list will be considered
during the discussion period.
RFD: The RFD will be sent to the newsgroups news.groups,
news.announce.newgroups, soc.culture.latin-america,
soc.culture.argentina, soc.culture.brazil, soc.culture.chile,
soc.culture.peru, soc.culture.uruguay, soc.culture.colombia
soc.culture.venezuela, soc.culture.mexican, soc.culture.usa,
soc.culture.spain, and to the mailing list mentioned above.
Follow-ups will be directed to news.groups, as per
USENET guidelines.
The discussion period will last for one month, starting
from the moment this RFD appears. If there is agreement,
a Call for Votes will be issued then.

Este es un llamado a discusion sobre la creacion del grupo no moderado
dentro del sistema de "news" llamado soc.culture.ecuador.
De acuerdo a las normas de creacion de newsgroups, la discusion debe
realizarse en news.groups.
NOMBRE: soc.culture.ecuador
MODERACION: No moderado.
CONSTITUCION: El proposito del newsgroup soc.culture.ecuador es
proveer un "Punto de Encuentro", en el cual gente de todos
los continentes puedan reunirse e intercambiar informacion,
ideas de vanguardia y discutir la posicion de Ecuador
en el gran concierto mundial de la integracion cultural,
social, economica, tecnologica y humanistica. Y aunque
se espera que la mayoria de los participantes sean ecuatorianos
residentes en el pais o en el exterior, hacemos una cordial
invitacion a amigos de todos los paises del mundo.
Todo tema de discusion relacionado a Ecuador sera bienvenido,
entre otros :
- Noticias nacionales.
- Noticias internacionales y su relacion con Ecuador.
- Informacion economico-financiera.
- Discusiones de la socio-politica actual ecuatoriana.
- Informacion humanistica: Literatura, musica y arte en
general.
- Historia y Geografia en general.
- Informacion turistica.
- Costumbres, tradiciones, comida, etc.
- Deportes.
- y otros mas ...
IDIOMAS: Castellano, pero no exclusivamente. La participacion en ingles
es bienvenida y tambien de otros idiomas, para facilitar el
intercambio de informacion con personas de todas las latitudes.
HISTORIA: Otros paises de America del Sur, como Argentina, Brasil,
Peru, Colombia, Venezuela, entre otros ya han creado y
continuan en el proceso de crear newsgroups similares.
Cabe manifestar que como precedente, existe una lista de
correo electronico llamada EC-CHARLA.
Nuestro objetivo de crear soc.culture.ecuador como un
vehiculo alternativo -para muchos el mas conveniente-
es con el fin de dialogar sobre Ecuador, alcanzando la
mayor audiencia posible y por ende una rica mixtura de
ideas, sugerencias y cuestionamientos.
Esperamos ofrecer un enlace entre el newsgroup y la lista
EC-CHARLA.
RFD: Esta RFD (peticion de discusion) ha sido enviada a los
boletines news.groups, news.announce.newgroups,
soc.culture.latin-america,soc.culture.argentina,
soc.culture.chile, soc.culture.brazil, soc.culture.peru,
soc.culture.colombia soc.culture.uruguay, soc.culture.venezuela,
soc.culture.usa, soc.culture.spain y a la lista EC-CHARLA.
"Follow-ups" se dirigiran a news.groups, segun las
directrices vigentes en USENET.
El periodo de discusion durara un mes, a partir del momento
en que aparezca esta RFD. Una vez emitido el acuerdo,
en ese momento se publicara un llamado a Votacion.
