Estatuto da Crianca e Adolescente/Brasil 1990

I am a graduate student at the University of Texas at Austin and am trying
to write a paper on the implementation of Brazil's 1990 law
entitled the Estatuto da Crianca da Adolescente (ECA)/ the Statute of the
Child and Adolescent. I am looking at the movement leading up to the
law's passage and then the status of ECA three years later. I am
particularly interested in evaluations performed of the law and its
implementation. Any ideas that people have with regard to bibliographies,
places to look for information, or people to talk to would be most
appreciated, especially if they are in English. While I prefer English, I
